(Now Texas Southwest Council) Silver Beavers As soon as the Silver Beaver Award became available, two Scouters in the Concho Valley Council were selected by a special committee. The awards were presented at a merit badge exposition in San Angelo in early February 1932, during Boy Scout Week. They were selected in 1931. They were John Rust for 1931 and John W. Scheuber for 1932. No Silver Beavers were selected in 1943. John Y. Rust was the first to received the Silver Beaver, in 1931, for his outstanding service to youth through his leadership as President of the Concho Valley Council. He served in that capacity from the organization of the Council in 1926 until 1933. He was President of the San Angelo Telephone Company.
